DailyMail | Italy broke ranks with Nato yesterday and demanded an urgent halt to hostilities in Libya.

Franco Frattini, the foreign minister in Rome, called for an 'immediate suspension' of military operations to allow humanitarian aid to be brought to the wartorn country.

He also said military leaders should provide more details about Nato bombing raids following mistakes which led to civilians being killed.

New York Times | President Obama rejected the views of top lawyers at the Pentagon and the Justice Department when he decided that he had the legal authority to continue American military participation in the air war in Libya without Congressional authorization, according to officials familiar with internal administration deliberations.

Jeh C. Johnson, the Pentagon general counsel, and Caroline D. Krass, the acting head of the Justice Department’s Office of Legal Counsel, had told the White House that they believed that the United States military’s activities in the NATO-led air war amounted to “hostilities.” Under the War Powers Resolution, that would have required Mr. Obama to terminate or scale back the mission after May 20.

CTV.ca | Renewed diplomatic efforts to halt Libya's civil war appeared to be gaining momentum Thursday as thunderous NATO airstrikes once again hammered Moammar Gadhafi's stronghold of Tripoli.

Officials in the capital say they are open to international efforts that would bring an end to four months of fighting between forces loyal to the longtime leader and rebels who control the eastern third of the country along with pockets in the west.

But they insist that Gadhafi will not bow to international pressure to push him aside.

"We don't accept anything that may be done against him. He is a red line in our discussions," Prime Minister al-Baghdadi al-Mahmoudi said. Any deal that would partition the country is also unacceptable, he added.

Boehner Says House Could Cut Off Funding For Libya

The Hill | Speaker John Boehner (R-Ohio) on Thursday said the Obama administration failed to answer all his questions about the U.S. mission in Libya and raised the possibility that the House would move to cut off funding for the operation.

In response to demands from the House, the administration released a 32-page report arguing that the Libya mission does not need congressional authorization because the U.S. military engagement there doesn’t amount to “hostilities.” 

Boehner said that explanation doesn't fly with him.

“The White House says there are no hostilities taking place, yet we’ve got drone attacks under way, we’re spending $10 million a day, [and] part of the mission is to drop bombs on [Libyan dictator Moammar] Gadhafi's compound,” Boehner said. “That doesn’t pass the straight-face test, in my view, that we’re not in the midst of hostilities.”

Washington Times | Stepping up a simmering constitutional conflict, House Speaker John A. Boehner warned President Obama on Tuesday that unless he gets authorization from Congress for his military deployment in Libya, he will be in violation of the War Powers Resolution.

In a letter sent Tuesday afternoon, Mr. Boehner, the top Republican in the constitutional chain of succession, said Mr. Obama must provide a clear justification by Friday for committing troops to Libya.

Sunday marks the 90th day since the president notified Congress that U.S. troops had been committed to help enforce a no-fly zone over Libya, which is designed to protect the rebels fighting Col. Moammar Gadhafi’s government.
